I noticed the same thing as I drove up I-5 from the Bothell area to the Whatcom County area on Saturday night (around the hours of 1900-2100). I thought that it was very strange too (a very strong dead carrier transmiting), my commercial radio kept stoping on WSP Air (159.075) while on scan(full bars), I was hoping it wasn't just my radio. I ended up locking the frequency out so my scan list wouldn't keep stoping on it. I noticed it started in the Everett area as I traveled N.B. I-5, I finally locked it out of my radio around Burlington. All of the communications I've heard on 159.075 for the past few years have been simplex(car-air & air-car), it could have a repeater on it that is rarely or never used(until now). I haven't looked into it but could the other frequency be the other end of a repeater? That's all the help I can provide.
