All of the communications I've heard on 159.075 for the past few years have been simplex(car-air & air-car), it could have a repeater on it that is rarely or never used(until now). I haven't looked into it but could the other frequency be the other end of a repeater? That's all the help I can provide.

This is also listed as State Department of Natural Resources statewide common frequency. I think it is a frequency that is on the statewide microwave system.
