They have for about a decade or so on both area freqs. Evidently giving a heads up for those in position further down the highway . It could also serve to let the other area know they are busy with a broadcast since it may be a solo job for one dispatcher. I think this arrangement may be unique to Dist 5.

I believe some, if not all, the troopers on the Oly area have their new radios. They keep keying up the wrong freqs, hitting the wrong buttons etc, and they voiced their dislike of their "new radios" on their C2C frequency.

Okay, so a little more info is out- the (8) 700mhz sites will all be in the Puget Sound region, and will be P25 Phase 2.

I've read it through twice and still am unsure of what it means. Initially, I thought it meant the Gov. had struck down the money to pay for the WSP radio switch, but now that I've read it through again, it seems as if the Gov. has just struck down money for a review of the switch, removing another roadblock in the way of the upgrade.

My trusty ol' Sportcat 200 is getting long in the tooth and the BNC jack is nearly shot, so I guess it's time to upgrade anyway. Wonder if I should bother expecting to be able to continue to listen to WSP or if they'll be full-time encrypted soon. Bleah.

I'll have to start watching for changes in the antennas on top of my neighbor's patrol car.

Rep. Reuven Carlyle, who apparently has "a background in the wireless communications industry", wanted to delay the project by doing yet another study. He holds that the state should build out its own "open" system instead of saving money by going with proprietary technology on an existing system. Apparently his background didn't give him enough training to understand that we've got 8 months to stop using all the NFM channels. If his study got started tomorrow (wasting even more time and money on this project), we'd be lucky to get an RFP out by the end of the summer. And by the time you've selected a vendor, the NFM deadline would be a few weeks away. Sounds a lot like the "delay to kill" tactic from the politician's handbook.

I'm not entirely convinced this "open system" plan is the best plan. Show me one manufacturer that doesn't add their own features to P25 radios. And even if you do find one, is it really worth it to have 2+ vendors of radios floating around in your system just so you can save $100 per unit on the up-front purchase cost? Yeah I know Motorola radios are pricey, but we're getting a really good deal on the back-end infrastructure. Seems like a no-brainer to piggyback on IWN, but that's just my Image with no "background in the wireless communications industry".

All the P25 standard says is the radio must support the Common Air Interface plus P25 Trunking protocols; the whole point was to insure that radios at least support those features so you can in fact mix and match vendors.

No, there's other vendors for P25 9600 baud trunking. Tait and Harris for example.

If you want a SmartZone System, then yes, you have one vendor for infrastructure; but for end user radios, you can get EFJohnson radios as well on SmartZone.

You're both kind of right. There is a limited set of features that a vendor must meet to be P25 "compliant". It is very limited to say the least. Anything beyond that is a vendor enhancement. The vendors use those features as a selling point for their systems. If you want a basic PTT operation on a system, you're ok. Anything beyond that almost requires one vendor at this point.

From the horse's mouth, emphasis added by me:

WSP will add a second zone core (hereafter referred to as Zone 2) that includes additional WSP radio sites that will be upgraded and narrowbanded, 7 additional dispatch sites, and increases to the load
capacity of the IWN system to support up to 1,200 additional WSP users. These users
include WSP's law enforcement partners and law enforcement direct support partners
and encompass the addition of 1,200 portable radios and 1,200 mobile radios (added to
the existing 80 WSP mobiles/portables already utilizing the IWN system.


WSP plans to convert 28 of their existing legacy sites to P25 VHF operation and add (8)
700 MHz 4-channel trunked sites in the Puget Sound region to prevent capacity
problems on existing, highly utilized IWN sites.
All of these new sites will be connected
to the WSP zone core. WSP will be replacing the consoles at 7 of its 8 dispatch centers
with MCC7500 consoles (approximately 35 positions) and doing a software refresh to
the existing Marysville WSP MCC7500 consoles. All of the WSP consoles will be
connected to the WSP zone core. WSP will also be replacing existing WSP logging
recorders. These recorders will only record WSP talkgroups and telephones. End-to-end
AES encryption will be used for all of the above.

WSP will also convert their existing interoperability base stations to narrowband analog
operation controlled through the WSP MCC7500 consoles. As part of this project WSP
is also increasing the number of digital microwave paths and moving the WSP digital
microwave to an IP/MPLS based operation.

Current details provided to DOJ by WSP indicate 36 additional WSP sites will be upgraded, including 28
VHF radios sites and 8 700MHz sites. The 700 MHz sites will be deployed where IWN NW does not have
capacity to add the volume of WSP users (primarily in and around Seattle) and these sites will not be
accessible to IWN NW users.


WSP informs DOJ that due to their strict time period to complete the narrowband upgrade; many sites
will be deployed initially in conventional mode. However, WSP also stated their intent to convert as many of these as possible to trunking sites and therefore are purchasing all sites as trunking capable.
In addition, some of these sites may be deployed initially in trunking depending on the time frame for
obtaining frequencies to support trunking through FCC licenses and/or NTIA assignments.
