The King County/Valley Com system is TYPE 2. There isn't a fleetmap required for this system.
The advantage to programming as a type one system applies only to the early trunk trackers such as the BC235, BC895, Pro90 etc. These radio's did not ignore the status bits such as +2 for emergency or +3 for a patch. The BC245, BC780, Pro92, Pro2067 etc.. do not need to be set up as type 1. See the below link for a complete description on how to do this.
