As far as scanning is concerned, the "prime site" of a simulcast system, or sub-system, is unimportant trivia (yea, I know that is a redundant statement). You must program all the frequencies of the simulcast system into the scanner, no matter how many licenses are involved. There is almost know way the "operator" of a receiver, whether scanning on not, can tell which simulcast site or combination of sites is providing the signal being heard.
