Columbia Tower Prime Site of Seattle Sub-System?

Maybe the County guys can answer this question. Is The Columbia Tower the prime site for the 3-site Seattle Sub-System? On the King County Web site, it shows that the West Seattle Site is the Prime site. On the county web site, it shows a diagram of the whole system. It shows W. Seattle as the prime site. What gives?
