I wondered the same thing about 3 years ago so asked around and was
told that they have the 800 mhz trunked radios for "emergencies",
and the "other systems" to communicate with crews in the field.
I would assume that the base radio dispatchers and supervisors have
the trunked radios in addition to the VHF.
Frequency usage as far as I've been able to determine is:
159.060 Street Maintainence.
156.045 Bridge Shop and drawbridge control towers.
151.130 Sign and signal shop (repeater).
156.180 unknown use.
159.135 Drainage and Wastewater.
159.180 Drainage and Wastewater.
453.850 Solid Waste Transfer stations and trucks (might now be on
the trunked system)
