Possibly coming from Downtown Seattle. Medium RF signal but not in my immediate neighborhood.

(The digital is stomping on FRS CH 08...)

467.5625 DMR DCC:1

TGID = 1

EE speaking personnel but most are not native EE speakers. Digital gets wonky at times so hard to understand what's being said. Voice traffic is somewhat cryptic too.
UPDATE: Now I know why I couldn't understand them -- these two new people came on speaking Russian. One was acknowledged as "Captain."

Speaking in Russian?? I don't think so. It could be a container ship but the ones I see are all from Korea.

UPDATE: I just heard on a transmission the words "inspector" and "vessel" so that's something.

Because cruise lines only need to follow labor laws for the country of origin of the flag of convenience they fly for ship staffing, including wages etc. Example- the Encore is flagged from the Bahamas.

Nice find, now to nail down which actual vessel, which can take time, depending on how busy your schedule is as well as the ports schedule.

I'm going with the target of a Cargo vs Cruise ship for now, just based on the Houston / Galvaston folks reporting the same CC and TG from back in both Jan and Apr 2024

Some of the newer Cargo ships have been observed using multiple/switchable on-board repeaters if they encounter interference and the EVER fleet using some DMR

Might be worth making a log of what ships are in port next time heard and match it to future visits
Marinetraffic.com is a good site to reference.

a good thought, but the Encore tended to use CC's of 12, 13 and 14, not ruling it out, but......
