When programming a scanner for trunking, in a bank, do you focus on frequencies by fleet map or site? Or is there another way to "bank" the frequencies. There has to be someone who knows this.

Location: King County
It depends on if it's 800mhz or 400 mhz. Also what kind of scanner you have. I have a Radio Shack Pro 97 all i have to do for 800mhz is just program the control channel.
