Not sure if this was an actual incident or not but KCSO is doing EVOC training at Pacific Raceways for the next few weeks and have been using TAC 10 (TG 25424) for this training.

Training is being both done during the day and up to 22:00 each night.......................

likely it.. explains the use of "chicane" which I found highly irregular. Also he chased him for quite a while even after saying he was PIT Cert-ed

also explains why it was always light traffic with no ped's
