umm.... No.

From the NTIA Redbook (8.1.1 6a):

"Upon request, the GMF data, including extracts or the entire GMF on CD-ROM, will be
distributed by NTIA to Federal Government agencies. However, since the GMF data is classified
CONFIDENTIAL, it shall be distributed only in accordance with the provisions of Executive Order
12958."

...knowledge of the Government Master File (GMF) format is also highly recommended (refer to NTIA Manual, chapter 9). Contact NTIA at the following number (202) 482-3012 in order to obtain a copy.

Always wondered where the ID for 166.5625 came from...Duh, straight from the horse's mouth- https://www.ustreas.gov/regs/td86-02.htm (section 4)

Other people are thinking along similar lines- http://www.popular-communications.com/4 ... LAug09.pdf

And for our first course, we’d like the declassification of federal frequency assignments in the Government Master File (GMF), which was classified as secret in 1982.

I remember the late Tom Kneitel's Top Secret Registry of US Government Radio Frequencies. I picked one up in 1981 at Portland Radio. I still have it somewhere. It was a compilation of then records and submitted info. I think he still published those later on. Amazon has the 8th edition used. I think mine is second edition.
