Wilrobnson, we must both work in the same block. I noticed this specific antenna also and was curious what it was. One of my guesses was that it provides a link to the new parking "paystations" that were installed to replace the parking meters. As I understand it, these paystations communicate with some sort of central computer for credit card verification and trouble reporting. I think it is also possible to change the parking rates at all stations remotely.
The antennas on the payphones appeared about the time the new paystations were installed. Just a guess...
That'd make sense...I've never really paid any attention to the parking stations....I'm thinking about taking the Scout for a walk tomorrow for lunch.
