Each "site" in a Smart Zone system is sized (number of channels) and configured (single site, simulcast, various antenna arrangements)to provide the coverage for the area it is designed to serve. A Smart Zone system does not send all audio to all sites as this would be very expenisive (all sites would need a very large number of channels/transmitters)and wasteful (many sites would have 20+ frequencies and never use more than 5 or 10). Instead, it only sends the audio to the sites that require it. How does it know? When a mobile or portable "affiliates" with a site, it tells Smart Zone what talkgroup it is monitoring. Thus Smart Zone "knows" which sites to send audio to for any given conversation.
Since you were monitoring the Seattle simo site, the only audio you will hear is talkgroups that have at least one radio affiliated with that site.
