I've concluded it's just a reception issue. I can hear the same conversation across multiple channels and sometimes get a talk ID and sometimes not. If I have a transmission with no ID and I hit "scan" to force it to scan on, often it will just jump back to the same channel, same conversation, and this time it's showing the Talk ID. So I presume that sometimes reception glitches scramble the bits for the ID.
