put an antenna in your living room! that's what i got.. i'm in an apartment too where you cannot put up antennas. And man my girl friend is on the verge of throwing me out every time i put another antenna in the place..

a wound firestick CB antenna in the corner works nice for me on most bands (white walls, white antenna.. almost artsy). I got a flat mount (van top blister) cell antenna for trunking mounted upside down on the celing that looks complimentry of the track lighting that's right next to it. and then i got a gold powder coated yagi on the living room ceiling that's ... well... ugly as hell cuz i need it vertically polarized pointing in a direction that is not parallel to any walls.. I do have a dipole that's horizontally poloraized that runs parallel to wall.. so it was easy to hide (i used white 22gauge wire on white walls..) it looks like a crack in the wall if you really look for it.

here is an AWSOME fact sheet from the FCC http://www.fcc.gov/csb/facts/otard.html , it states that you can mount your own outdoor antenna (for TV only) EVEN if your condo/apartment doens't allow it. And the burdon of proof for anything in a case envolving this antenna lies on your landlord. You can build as tall as a yagi, 12 feet above roof level! you just have to have it connected to a shitty black and white TV set from value village when the FCC comes to visit.
