Yes it is coming.
Phase 1 (South region) of this project should come on line next year. Phase 2 is still having some friction in the North county and probably will not happen until 2002 ?? Not "everyone" has signed. Funding for smaller agencies is an issue. The 800mhz frequencies are licened as: City of Everett, if you are looking for them on the FCC web-site, although there are a few licensed as Snohomish Co. There was talk at one time of "patching" VHF to 800mhz but that may be a no-no with FCC ?? More talk re: concerns over funding for maintenance of two different systems, etc., etc. Discusions about ALPHA paging also.
Preliminary discussions involved topics about agency priority programing ("ruthless pre-emption") and some discussion re: encryption for some L.E. use. Most other users will not be encrypted.
