This is because the air traffic controllers sometimes control multiple zones by simulcasting 2 or 3 freqs at the same time. One negative effect of this is extraneous voice traffic coming out on the other zone freqs. Also keep in mind that the ground transmitters are not intended for terrestrial reception so often times you'll have to be at a good location with a good antenna to hear the transmitters used for the tower or final approach.
