Depends on the design of the radio. For example, my the CPU in my AOR3000 adds a delay of 170ms anytime the scan crosses a band boundary. I would assume this delay has to do with allowing the PLL to lock or for the PIN-diodes that switch the front-end filters.
Whatever the case, scanning 151.000 152.000 153.000 450.000 451.000 452.000 is 3 times as fast as compared to 151.000 450.000 152.000 451.000 153.000 452.000.
