Someone I talked to in Clark County helped install their system after Portland's and stated that Clark County has 11 sites which "should" provide 90-95% coverage there using a lapel mic hooked up to a portable. I also read somewhere that the basis used for the 90-95% coverage by some agencies was designed for covereage in a given square mile instead of a closer parameter of say a half or quarter square mile.
