Sadly, KSCO 460.4 seems to have gone offline. The answer is yes, you will now need a trunk tracker to listen to KCSO SW Precinct, as well as TAC-4. Trunk trackers are getting less expensive now and it shouldn't be hard to find one that fits your budget. Good luck.
