Wierd tones on 3312

This morning around 9:45 I have heard on 3312 about 20 beeps over 3 minutes (don't know how long it was going before I tuned in). Someone then got on the air, said something, and then dispatch said air is cleared (or open), and then two beeps followed.

Any ideas?
