priority monitor on Astro systems

I have seen analog talkgroups at 16 bits instead of 32 bits during the testing of the Jacksonville,Fl. Motorola Astro Smartzone Simulcast System.I read that this means there is no priority monitor on the system.Can somebody explain what priority monitor is?
