The problem started with marketing dubbed "Business Band". There is no such thing as a Business Band.
As for the CLS radios, they do have a limited set of frequencies. They are front panel programmable, but you can only select from a certain number of frequencies. I thought about getting some once, but I bought a programming cable for some Maxons instead. If you look at the manual for either model, it lists the frequencies for near the back. At least I think Moneyrolla does that for free... you might have to pay for a service call to get that list. Kenwood has it clearly stated in the back, as well as a list of PL/DPL tones. From there it's a matter of copying/pasting into a bank.
Office Depot is licensed for 4 frequencies nationwide on the license
WQFQ912. I picked up Auburn Office Depot on 467.9 with a DPL of 131.
Here's my notes on Target:

Each store is on it's own "plan." The PL is always the same. That info isn't production quality; it's a hodgepodge of 5+ different sources, but look in the "G" column for the groupings. If you pick up, for example, the announcements on A-1, then the other channels that they have will also be from group A, and never the other groups. I only confirmed the one channel a the Federal Way Target. The channel you hear the automated annoucements on is called "Main". There's also a "Backroom" channel, it's 2. There's also somewhat of a chitchat channel, it was either 3 or 4. Target's loss prevention department is called AP for Asset Protection. They have seperate channels that they use when the plainclothes guys are working. If they only have uni's working, then they stay on Main. All this info from a former Target Team Member that I worked with at Fred Meyer.
After I typed this KE7JFF just replied, and we're giving you a little bit different information about the channel plans. But he's right that
most stores are in ULS under the store number (target.com also has the store numbers). Federal Way seems to be licensed under the national license; there are also statewide licenses, and some stores probably aren't licensed. VHF radios are mostly gone.
If you want to have lots of fun, record the annoucements and play them back at random. There's one message that's something to the extent of 'expectation not met' that plays if they don't hit a time goal; apparently management freaks out when they hear that.
