Looks like an edited version of Kevin Martin's original Public Service ad.

I saw one of these spots on local (via cable) and he actually says a few more words before saying "Dish Network subscribers". He said something to the effect of "Cable Customers and...(Dish Network...).

In playing that video I heard an obvious break in the audio where it was snipped. Also at the end you see the Dish Network splash screen.

I really think that was an edited version done by Dish, for Dish customers.
