All the ones I have built and all the ones I've seen are open top stub. There really is no point in a closed top stub as the impedance at that point is so high that no useful current would flow if you are using it near the designed frequency. If you are worried about rigidity to maintain antenna dimensions/resonance then close it with something nonconductive. I used PVC for this on my J-poles.

Thanks. I was referring to the open stub similar to one made by Arrow. Ever use one?

No. I've always built the jpoles I've used.

I have the Arrow J-Pole....its works pretty well and I think beats my Diamond X-50 sometimes.
