147.000 is the WWDX (Western Washington DX) Club Repeater. This is the DX Spotting function that you are hearing.
As mentioned in a previous reply, 146.400 is the input to this repeater.
Last I heard the repeater is located in Bellevue. The name of the hill escapes me (I just spent 6 hours driving, with no HAM radio, I am a poor, brain dead excuse for a HAM).
If you are an avid DXer, monitor this repeater at all times. When openings are reported into the network (I think DX cluster) then this info is spit out.
This is not spamming. It is one of the primary purposes of the club's repeater.
Technically speaking, the station that is actually transmitting the signal on 146.400 should have an identifier, and apparently it does not, however if you listen to the repeater's output, it does indeed ID as required.
Also, this is not "broadcasting" for the purposes of Part 97. This is automatic operation as permitted by Part 97, similar to a "QST" bulletin that is certainly permitted by Part 97. It is directly related to amateur radio, as QST's should be.
If DX is not your bag, I wouldn't spend alot of time listening to this repeater.
If you are hearing the 146.400 signal, you are relatively close to the location where the DX Cluster interface is transmitting from.
Some of the calls I have heard are from countries I wish I have worked. I suppose I should get off my a$$ and put up a real HF antenna. My 706MKIIG, 746 and 735 are going to waste.
Now that is HAM abuse if I ever seen it. Shame on me.
