Looks like an old 11 meter antenna, perhaps a HyGain CLR2 or Antenna Specialists M118 Super Magnum.

Those old aluminum 5/8 wave CB groundplanes will play just fine on 10 meters when you shorten up the vertical piece... I have heard that the CLR2's don't take Ham power levels, same could be said for whatever Radio Shack was selling a quarter century ago... but other matching methods could be employed if the tapped coil in the plastic insulator base where the connector is mounted has "failed open"...
