Heard this during the Seahawk game, RF was very strong but audio modulation very weak. Is it being cross-banded from 800?

VTAC13 is the VHF equivalent of the old State Ops. I say old because State Ops was replaced by 8CALL9x in rebanded areas of Western WA. It's simplex.

It's commonly used to let State Patrol, Coast Guard and other VHF entities participate in whatever event is occuring.

If the audio sounded weak, you might have your receiver set for wideband (5Khz deviation). VTAC 13 is narrowband (2.5KHz deviation).
