Hmmm...If it wasn't a trunked system, I'd think output simplex.
I used to work part-time at a place that saw us using UHF portables on the local PD's system....there were five guys there around the clock, 4 using the simplex talkaround feature on the repeater output, with the fifth keeping his in repeated mode so as to call for assistance as necessary. We'd go in service on the repeater, then switch to simplex mode for the rest of the shift, and back to repeated mode to go out of service.
Always amusing to hear someone calling the PD dispatcher multiple times to sign off duty and not understanding why there was no response...No one else felt it necessary to tell them to switch back
