The control channel is up and idle, but there's NOTHING else on...No alternates being broadcast, no affiliations in the last 30 minutes, no traffic of any sort. Must be test phase, since the SysID is 001, and the NAC is 00A.

They are testing coverage at the moment. I'd have to find the paperwork but last time I saw numbers they were on track for a 2013 completion date.

replacement as required by the Federal Communications

dispatch console, electronics, radio towers, etc., will
be replaced. Motorola is the recipient of the contract
and they are providing a state of the art system
that will serve us for many years into the future."

Based on the above I would assume vhf will go silent for normal operations. We all know what assuming does and there is nothing specific other than 2013.
