Are you talking about the University District Street fair? University Street is downtown. Either way, I don't know. But they did have a lot of the PEU cars there last year:

SPD has their command post in the parking lot of the Chase bank (43rd & Brooklyn). Mostly non-marked vehicles, and also a sorta-bulletproof looking RV, MP2.

Also saw some hippie walking around with a Day Wireless UHF rental.
