The lower antenna looks like a Larsen FB45T2400. Perhaps some sort of wi-fi distribution.

Try PSE remote metering repeater??? My meter is no longer read by a person but "screeches" data to a similar box "just up the road"...
That, in turn, will talk to a DB 806Y and a bigger box somewhere else, eventually landing at their operations center... Some of their switchgear
can be remotely operated over the same network.

PSE would be my guess also being that Microsoft is in Bellevue.

(PART 15 SPREAD SPECTRUM)
