Bellevue police used the man's cellphone signal to approximate his location. Coast Guard boats located the powerboat as it left Friday Harbor, Cumming said, and followed it into President Channel, off the west side of Orcas Island.

A Customs/Homeland Security Protection Agency boat also joined the pursuit, Cumming said.

The have a couple station in Bellingham and one (1) I know of in Port Angeles. They were built by SAFE Boats in Port Orchard and are the same style that you see the Coast Guard using on Puget Sound.

It sounds like the USCG is the driver, but any agency under DHS can tell them where to drive.

Also remember USCG is under DHS in peacetime.

Talking to a Coast Guard officer at Group Seattle (Pier 36), none of the Homeland Security boats are manned by any Coast Guard personnel at all. The DHS boats are manned by ICE officers and the DHS boats are not part of the 700 that the Coast Guard has ordered.

All 700 boats under the contract with SAFE Boats Int'l., will belong to the Coast Guard and be stationed nation wide. the officer was not sure how many DHS boats were ordered all he knew that they (DHS) were receiving the 33 foot "Defender" while the Coast Guard has ordered the 25 footer, 33 footer and 42 foot versions of the "Defender" along with the 25 foot "T Top" version.

So the MSST guys have nothing to do with DHS, though USCG is technically under DHS? I know two of their guys and they've told me they work with DHS.

U.S Customs & Border Protection were in the north sound with 2 of their new fast interceptor boats that can go up to 75 MPH. Don't know who made these boats for them, but they are armed. Hope the link below can open the video from KING 5.

Customs and Border Protection Air and Marine Branch operate the DHS boats you see. ICE agents usually ride with Marine Interdiction agents. USCG operates thier own boats.
