My question is about the 154.070 freq used for the Fire1 simulcast at Valley Com. My dept, Dist 47, has a couple of FCC licenses for each of our stations.

There are several freqs listed under our license of which one is the 154.070.

So my question is, does this mean we can broadcast anything we want on that freq? Or does that mean we have a license to "use" that freq but it's actually owned by some other agency?

Your department is still authorized on those as long as you keep license valid.

Ok good.

Our plan is to put in place our own voice paging system which will use our current Minitor that are programmed for 154.070

Before you do that, you might check with Valley-Comm and your FPD Board of Directors. There may be a restriction on the useage of certain radio channels that the FPD agreed to, when they joined Valley-comm. This happens to lots of agencies. They try to "pull out" of a central PSAP agreement -- and even if they have a valid FCC permit --the agreed channel useage and restrictions -- Still stand. The FCC told the city of Hermosa Beach and El Segundo that even if they had valid licences -- those channels became the "property" of the South Bay Regional Com Center. Only Southbay could DISPATCH on them. The other channels were for fire ground ops or mutual aid / police car to car. Check first.

Seems odd that the FCC would grant us a license for a frequency used for emergency operations. But if we do have a license, does that not mean we can freely use the frequency for whatever we want? But I would venture to say you are correct MTM. Somewhere in our agreement is likely some info about what we can use the freq for.

So did every dept at one time have to have some type of FCC license in order to broadcast on Fire1? (and the other VHF freq's that are not used anymore)?

A fellow FF and I have been working directly with Valley Com and the King Co. radio guys the last few months on various items. So we should be able to run some questions past them. But as far as we know, the Fire1 simulcast will go silent as soon as we get our equipment in place to set off our station horns.

If you look at the emission designators, it'll tell you how you can use the frequencies. "20K0F3E" translates as 20.0 KHz bandwidth, FM modulation, Analog signal, Voice. More info at the FCC's site.

It appears after looking in to the emission designators that we could indeed use it for 2 tone paging.

# 1 -- Whille the emission would be better as F9W, because the very first license (and rules at the time) allowed for alert paging -- as listed on the present license -- dispatch paging ( tone and voice ) is allowed. Not tone only paging. # 2 -- Yes, every FPD was required and had a valid license on 154.07 or 154.25 or 153.95 or 154.28. Each had it's own dispatch center. But when Valley-Comm became the central PSAP for south county -- all of the FPD's that joined VC -- agreed to a shared use of the radio channels - with certain restrictions. FCC Rules, regulations, reports and orders, policy and procedures mandate that while your FPD has a valid station license -- they no longer can use those channels -- for dispatching unless Valley-Comm allows. Just check it out -- before you spend money or waste your time.

Thanks MTM. It makes more sense now. And ya the reason I started this post was to check things out before we move forward.

But as I read it, you are saying that based off our emission we can no just broadcast tones only? It would have to be accompanied by voice?
