I pretty much went through ULS and found anything related to the UW and put it all in my scanner. I know there are the 3 talkgroups on the King County TRS for UW PD; those are known and confirmed, so they're not on this list. There were just three flaws with my trip:
1) My BR330 wasn't behaving, so I brought my Pro-97. The 97 can't do Close Call and scan at the same time.
2) I didn't get on campus until 1800 on a Friday. If you've never been to a university on a Friday evening, picture a ghost town and you've pretty much got the idea.
3) I was also there mid-day Tuesday but didn't have any scanners.

There are a few other problems with scanning at the U:
1) If it's less than a couple of watts, it doesn't travel inside. I'm also inside 95% of the time, and 90% of the time I'm inside it isn't a good time to have a scanner out.
2) If it's after 5pm, there's not much going on
3) The reason I'm there is academic-related. More on that at the end of this post.

Anyways, ere's the frequencies that came alive:
154.5150 Burts of dead air. Bursts were typically 2-3 seconds.
163.2500 Bursts of classical music?? Found on the same license that allows UWMC to transmit on HEAR (155.34).
451.3375 PL 210.7; some voice but I didn't catch what it was
451.4625 PL 167.2 is the only note I have
451.7375 What the heck is this? Here's a recording. Recorded at about 19:30; the distortion has nothing to do with my recording, that's just how the audio sounded. Pointing the antenna in different directions had no effect on signal strength.
451.9875 Registered for use for the Burke Museum, but sounds like some sort of Taxi. Referred to as Channel 2. Almost constant chatter.
452.5125 Dead air; I'm tuning in down here and I hear the same thing.
460.0250 Data
460.4500 Data
462.8500 Data
463.8250 Found on a UW-related license; control point of Meany Hall. CWID gives WPPV960, Northwest Airlines
464.7375 Data, constant, just like Metro's 452.8. Same protocol too. Relatively low power or not near the UW. Note: I got this frequency from the database here, though I think it's a typo. Wil provided 463.7375 as "private pay-lot parking checkers in the U district" and that checks out with KD40356--University District Parking Associates. If anyone (that means you, Wilrobnson) can confirm this, one of us will update the DB here.
467.8125 "Extension 2-1-2". Found in ULS on a license related to the UW Medical Center.
467.8500 PL 79.7. Talks about the "guy in red" in "Music6"; "guy in white shirt" in Music1; someone(s) with "questions about getting video from ____ video camera onto their computer". My guess is this is some retail place nearby, possibly in the U Village. This is also one of the "dot" frequencies (Silver Star) with a relatively low PL, so it could be just about anyone, and they may or may not have a license.
467.9250 PL 218.1, lots of static. Could be a false positive read on the PL, but I wrote it down for some reason.



Hopefully I'll figure out those unknowns and the blanks as I'll be moving to the UW campus next year :)

Its wideband FM. Probably an image/mix of an FM broadcast station.

Part of the region-wide Action Communications LTR system- some taxi company near Bremerton and a tow company over there are heavy users of it.
