That document is about wireless data systems, not the TRS.
The bottom line is that they have 3 options:
(1) Run your own sites (2.4 and/or 4.9 ghz) like Everett does.
(2) Use someone elses sites - usually cellphone data service (EVDO/EDGE/GPRS/whatever).
(3) Use a hybrid of both.
Option (1) makes the most sense. Its more up-front capital cost but past there your operating costs are relatively low. Option (2) gives you some nice coverage but will rape the taxpayer with huge recurring airtime costs.
Everett got a sweet deal with a Federal grant absorbing a lot of the initial cost. It worked pretty good once the bugs got worked out.
