POSITION SUMMARY: The Radio Communications Services (RCS) section of OIRM is responsible for planning, constructing, operating and maintaining all radio communication systems for King County agencies (except Metro Transit). The largest system supported by RCS is the regional 800 MHz trunked radio system. The regional radio system is comprised of owners from the City of Seattle, Valley Communications Center, the East Side Public Safety Communications Agency and King County. RCS services and supports both the King County and Valley Communications Center subregional systems. Countywide this system consists of 27 transmitter sites, multiple interconnecting microwave and fiber systems, and multiple public safety dispatch centers. The system supports approximately 14,000 radio users in county and suburban agencies, including police, fire, Emergency Medical Services (EMS), general government functions, school districts, water and sewer districts, etc.
This position will carry out a complex technical project management work program for the King County Next Generation Radio System Project including requirements and specification development, radio system design, procurement, vendor evaluation and selection, contract management, installation, resolution of radio frequency coordination and licensing issues, training, documentation and system implementation.
PRIMARY JOB DUTIES INCLUDE:
• Provide project management, support and consulting services associated with projects to improve county radio communication operations.
• Develop project and program plans for next generation radio system including performance improvements, systems infrastructure implementation, optimization and management.
• Review technology project business requirements, assess risks, and define requirements.
• Establish project plans and execute plans with regional partners, vendors and county staff for integration efforts.
• Identify, document, and manage project issues to ensure timely resolution. Escalate to management as appropriate.
• Develop specific project deliverables, including requirements documents, implementation plans, task lists and project plans, issue and action item logs, and other project deliverables.
• Coordinate development activities in conjunction with project team members from the Office of Information Resource Management, and third party vendors.
• Work with end-user departments to implement associated operational changes.
• Report status to the Program Manager and other managers within King County.
• Other duties as assigned.
QUALIFICATIONS:
• Five years of increasingly responsible technical planning and implementation expertise with private radio systems; including three years of direct lead or oversight for a specific radio system implementation.
• Demonstrated experience with Intermodulation studies, FCC regulations, procedures and waiver processes; radio hardware and software and radio communications standards and protocols.
• Proven ability to develop project plans, manage project tasks and issues, report status, and analyze project risk.
• Experience managing vendor activities within the course of technology projects.
• Past responsibility for creating and issuing procurement requests (RFP, RFI, RFQ) and/or managing vendor selection activities.
• Proven ability to lead the development of project deliverables.
• Proven ability to manage project budgets.
• Excellent oral and written communication skills.
• Good working knowledge of business and/or systems analysis.
• Demonstrated experience analyzing and assessing engineering documents.
• Ability to clearly articulate technical issues for a wide audience of business leaders, IT professionals, and non-technical personnel in a manner that is understandable to all.
• Experience managing multi-million dollar, multi-agency projects.
• The ability to create and maintain effective working relationships.
DESIRED QUALIFICATIONS:
• Bachelor's degree in computer science, engineering, business administration or related field or equivalent combination of education and experience.
• Knowledge of digital land mobile radio systems.
• Knowledge of digital microwave systems.
• Knowledge of trunked radio system operation.
• Experience with radio site selection and negotiation experience leading to lease agreements with site owners.
• Working knowledge of structural upgrade processes for radio towers.
• Professional experience in the public sector.
• PMI Certification.
NECESSARY SPECIAL QUALIFICATIONS:
• Must have a valid Washington State driver's license and a good driving record.
• Candidates selected for this position will be required to pass a background investigation.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The 40-hour workweek is normally Monday through Friday.
