Tacoma has been on 800mhz for some time now, Puyallup has it as a goal to establish an 800 system soon, http://www.cityofpuyallup.org/page.php?id=599

You'll have to dig around to find council minutes pertaining to any discussion about this. Funding was approved last summer. I don't know the current status of the project.

You can motitor the Tacoma system.

Fire no problem

Garbage Trucks

Police you can monitor South Dispatch, North Dispatch, Tac 5, & Events 1 & 2. Everything else for PD is encrypited.
