Insofar as the functionality of the King County Trunked radio system goes, after the quake the Issaquah Police department installed VHF commercial gear programmed with appropriate 2 meter band ham frequencies, and one of the requirements for employment in that department is acquisition of the appropriate Amateur radio license.

I thought that was the town of Snoqualmie that had that rule?

All kidding aside, if a system goes to failsoft, it shouldn't be a disaster. With a good training excercise on what happens when the system goes to failsoft or even site trunking, the situation can be handled smoothly. I've seen it when a system goes to failsoft and if everyone knows what to expect, its no problem.

When Portland did their controller upgrade in 2010, their system went to site trunking for a bit and it was pretty much used as a excerise in what to do in that situation; it took a bit to get dispatchers and everyone in the field on the same page, but once it worked, it was no problem after a while.
