It is actually licensed to PO Public works, as a back up channel. Its secondary use is by POPD as a tac channel. It is used by PW when they have snow plows out in the winter time, and a few other times per year... The call sign is KCK556. KNFD369 is the channel you are talking about, and yes, that is also their public works channel.
