That's one of their strategies to get you to buy stuff. Even the "regular" items get moved around to get you to think "here today, gone tomorrow, buy this now".

None of the WSP mobiles is programmed to operate on 155.16.

Yeah, I know of a few that have 155.160 (CSQ) in them.

In looking over the programming file for the Ellensburg troops I do see 155.160 programmed in the radios.
