I would respectfully disagree with you. Just because they have it DOESNT mean they will use it for petty stuff like making some little shit get on a school bus. Think of it like this:
"Law Dispatch from John J High School."
"Unit Calling, Go ahead."
"Would you have a few units respond up here to the high school, as we have a large fight breaking out in our parking lot on the south side of the school subjects wearing blue and red."
"Receive, I'll have a few units enroute."
"Also dispatch, they're now running north towards the soccer field getting into cars plates on the cars are 334-XDK, 567-FGH and 234-FOH also now shots have been fired."
"Dispatch received was anybody hurt?."
"Dispatch, yes, we have 4 people down on the soccer field."
"Dispatch received I'll also send and ambulance."
Not only did dispatch receive that information but all units responding also received that information thus making less work for the dispatcher who doesn't have to broadcast that information over the radio. The officers coming into the area can hear the information, keep an eye out for those cars and know exactly where to go once they get on scene.
Doing it like this has also now shortened the time wasted by somebody calling into 911 and saying somebody is hurt at the high school and the 911 call taker having to ascertain all of the normal details. They will know where the patient is and that they are likely down from gunshot wounds by listening to the school admin calling it in, directions, vehicle descriptions and all.
