I've been getting absolutely terrible reception on my scanner once I get north on the Plateau above NE 25th street, and as I drop onto highway 202 into Redmond it's just awful.

This morning on a hunch I switched over to a different bank where I had KC/VC programmed, and the radio was much, much clearer. Yet when I'm in Sammamish I get ESPCA just fine, and KC/VC is weaker. Do I need to have the two banks duplicated but one on KC/VC freq and one for ESPCA?

Yeah. Pretty much so.
Unless your scanner supports programming in more than one control channel, then uses the one with the best reception.

And, in Redmond proper, you could put in the Education Hill IR site, and get pretty decent coverage - though the selection of talkgroups being carried on that site may be limited. But, if you're in Redmond, you'll probably hear everything you need to hear.

I thought education hill would come with eastside (ESPCA), but I'm getting tons of static on eastside anywhere from 202/Sahalee intersection up to Microsoft area... but I hear KC/VC much clearer... I'll try cloning my eastside channels into another bank and use the KC/VC radio freqs and see how it sounds with both active tomorrow am.

For having a simulcast site on Tiger, you would think EPSCA would have a better signal in that area - but it doesn't. That's partially why Education Hill was added to the system (as I've been told...).

Sure, clone the EPSCA talkgroups into a bank that uses a KC/VC control channel. It will *probably* work most of the time. Routinely, traffic from one sub system is being carried on other sub-systems. That can't be depended on, however. TG's will appear and dis-appear on different parts of the system based on what radios are affiliated with what system.

If your scanner is getting crappy coverage from EPSCA in that area, chances are good that the radios that are using the system are getting crappy coverage there too. Their radios would automatically change sites, so there's no reason why you shouldn't do that with your scanner. But as Brad said, you can't count on it.

I have a PRO-164, I unlocked my KC/VC freqs as well as my ESPCA freqs. At home it picks up ESPCA. At the bottom of 520 it switched to KC/VC. At Microsoft it switched back to ESPCA.... scanner seems to handle it just fine.
