I think I found the Kitsap 800 mHz system. The CC is 853.7625. Not much traffic. Pretty sure it's off Gold Mt. Maybe Boeing?

That's what I thought.

I assume the regional plan calls for fire and police to be a part the system at some point, reading into the stuff on region43.org.

Kitsap just put in a brand new system so Im betting it will be quite a while before they consider a band change.

CHPalmer is correct. The city and county fire & law enforcement agencies plan to stay on their VHF system during the foreseeable future. The Kitsap Transit 800 MHZ system has a few other users such as a school district and a PUD or water district, but it is unlikely to get fire or police users. Also, their current 800 MHZ infrastructure will not currently support the needs of public safety and does not have enough channels available to handle the increased loading of public safety agencies. Maybe the public works agencies will move some operations there eventually, but there is not a formal plan or funding for that.
