Just heard Kitsap Cencom tone everybody and announce activation of "Changing Gears Phase 1 ramp up..."
What's that? Is it weather-related?

Kitsap County CENCOM has a modified dispatch plan they use for the Fire agencies during storms and disasters. I believe that Phase-1 is mostly a preparations phase, but when they implement the next phase then it limits radio dispatch to just the high priority calls. The lower priority calls are relayed via computer, MCT, phone, or amateur radio volunteers to the fire districts' command stations where they are re-prioritized and assigned or held by the area command staff.
