I have not used the program you are using, but I think I can answer one of your questions.
The "HEX" vs. "DEC" should represent 2 different ways to enter the same "talkgroup" info.
In Motorola systems, the actual system technicians likely use the HEX values to identify each talkgroup. Hex = Hexidecimal, or counting in sixteens. 0, 1-9, A-F.
However Hex is cumbersome for non-technical folks to use, and can often be misunderstood, so many of the trunking scanners interpret those id's into decimal values.
I haven't looked at the lists here for a while, but I think they show both values. Either way, the HEX and Decimal values are just 2 different ways of looking at the same thing.
