hmmm... Magnesium, Phosphorus, Aluminum powder etc comes to mind. Nasty stuff when burning, unless you are into fireworks or improvised munitions.

Fire knocked down.

Based on the area (block or so from Puyallup tribe headquarters) I'd hazard a guess of illegal fireworks storage.
