North 8th/Fife Street, male down, hysterical caller not cooperative, is attempting CPR on victim.

ETA- caller refusing to provide details, description or direction of travel of suspect.

CPR in progress, officers cannot locate as caller sounds intoxicated and cannot determine her location.

Victim located, conscious male with stab wound to the arm, caller still attempting CPR.

Moved to Tac-1 (encrypted) to free up dispatch channel.

Not to state the obvious, but why would someone attempt CPR on a conscious person ?

She gave 2 different locations, 4 blocks apart initially. When the first TPD officer arrived onscene she could be heard in the background, alternately screaming, crying and cursing loudly.

She then gave a report the suspect had run into an adjoining apartment building where none actually exists.

Described as "highly intoxicated".
