Some confusion. Raft is definately overturned in water.
Fire says no one in water, PD thinks possible 2 subjects clinging to raft.

Then, someone reports to PD that a Ferry stopped and picked someone up (now THAT is SERVICE!!!)

And finally now a passerby reports raft has been in water since 07:30...
