Is there enough power up there to do damage being on top for 5 or ten minutes?

Probably. And much worse when climbing past the antenna. Look for the name "R.F. Burns" on the arrest report.

I have been between a pair of FM broadcast transmitter arrays when both were turned to less than 10% RF out... and could still draw arcs off of the tower with the wrenches I was using to adjust the microwave dish I was working on... I am imagining one could keep warm up there on a cold day just from the tissue heating... well away from the antennas! Hope Engineering was notified and reduced power or shut the transmitters off just in case...

Or perhaps cranked it up to 11, to be sure the idiot doesn't do it again!!!
